II Ukrainian Renewable Energy Forum

A great number of areas offering good wind power potential exist in Ukraine. The greatest wind energy potential is located in the vast areas adjacent to the Black Sea and the Azov Sea, as well as the Carpathian, Transcarpathian and Lower Carpathian areas.

Additionally, there are areas with elevated wind potentials in the Donbass terrain and Dnepropetrovsk Region. If all of these areas were brought on-line, wind farms can account for 20 percent to 30 percent of Ukraine’s demand for electric power.

The total installed capacity of Ukrainian wind farms is approximately 89 MW. Most of the installed capacity consists of old model wind turbines that have a capacity of 107.5 kW. Since 2003, the Turbowinds 600 kW wind turbines, built in Belgium, have been assembled in Ukraine, with the towers and blades manufactured locally.

Ukraine’s wind farm program is governed by the “Complex Program for Wind Farms Construction,” which was adopted by the Ukrainian government in 1997. According to the program, 1,990 MW of wind energy capacity is to be installed by 2010, and by 2030, 20-30 percent of the country’s electricity production is to be produced by wind power. However, as of June 2009, only 300 MW of capacity have been planned.

The wind power capacity has been postponed due to a lack of financing. The wind farm program was to be financed with a 0.75% tariff on electricity rates, but the non-payments and debts in the energy sector prohibited the program from being fully financed. In 2006, the government approved a fixed annual budget; however, this change has not had any significant influence on recent wind farm projects.

II Ukrainian Renewable Energy Forum

A key business event of the industry, will be held on October 14-15, 2010 in Kyiv II

The Forum creates a business platform for exchange of experience, communication, presenting of investment projects and for finding the investors in the field of solar and wind energy, as well as in the heat pumps, energy-from-waste projects and small hydropower businesses.

REF-UA will bring together significant players of Ukrainian market of alternative fuels and energy, representatives of state bodies and local authorities, international financial and donor organizations, investors and developers of investment projects, representatives of leading foreign companies that have already worked or are only planning their activities on the Ukrainian market of renewable energy, European and Ukrainian industry associations, key experts and representatives of leading financial-industrial groups of Ukraine.

The official support of the REF-UA is given by Ministry of Fuel and Energy of Ukraine, Verkhovna Rada Committee on Fuel and Energy, National State Agency of Environmental Investments of Ukraine, National Agency of Investments and Innovations of Ukraine. The organizers of the Forum are Fuel Alternative LLC, the consulting company in the field of renewable energy, and APEU, Association of alternative fuels and energy market participants of Ukraine.

REF-UA is a meeting place for professionals whose work is connected with the Ukrainian market of alternative energy.

The first day of the forum dedicated to the public administration and especially the legislative regulation of the industry of alternative energy in Ukraine. Also, essential part of the forum is devoted to session of the investments and financing of projects in renewable energy sphere of Ukraine.

On the second day three parallel sessions will be held: wind energy; solar energy and small hydropower.

In an effort to promote the development of economically and ecologically viable areas of energy directions in Ukraine, as well as establish an effective and complete communications platform for market participants in 2010, the V-th International Conference "Alternative Fuels-2010", dedicated to the evolution of motor fuels, will become an integral part of REF-UA and will be held on the second day of the Forum simultaneously to the main program of the Forum.

"Ukraine today has a great potential for projects in the sectors of wind and solar energy, small hydropower plants, using of biomass resources and waste. Confirmation of promising Ukrainian renewable energy is not only a great interest in this segment of the foreign companies, but also taken practical steps by Ukrainian investors "- says Vitaliy Daviy, Head of the Organizing Committee of the Forum, President of Association of alternative fuels and energy market participants of Ukraine (APEU).

According to Fuel Alternative LLC, in particular, in 2011 the first major private wind farm in Ukraine is expected to start its work. There are also more than a dozen wind farms in Ukraine at the implementation stage now.
At the same time, today Ukrainian manufacturers of small wind generators are forming the niche of wind generating equipment on the European market of alternative energy. Meanwhile the domestic market of small wind generators is still almost empty and has large perspectives for its growth.

Meanwhile, Ukrainian market of photovoltaic and solar collectors Ukraine has impressive prospects. Experts predict that it will double till 2012, due, firstly, the high "green" tariff (currently it is near ˆ60 cent (!!!) with VAT), and secondly, the growing interest in the segment of the world’s leading companies in the field of solar energy. The latter research has shown a growing interest in the market of Eastern Europe.

The growing interest of investors is to the small hydropower Ukraine. There are companies which successfully work using “green” tariff. However, there are a number of objects that need to be reconstructed in this industry, and after minor investments can be the basis of a stable income.

Successful practice of obtaining a "green tariff" appeared in a segment of combustion of solid biofuel and biogas production in Ukraine.

"Ukrainian government guarantees high level of "green" tariff until 2030. Against the backdrop of the overall low investment attractiveness of Ukraine this factor makes the domestic industry of renewable energy an attractive investment today", – Mr. Daviy says.

I Ukrainian Forum for Renewable Energy, which was held October 15-16, 2009, in the Ukrainian House (Kyiv, Khreshchatyk, 2), became one of the main events of the year in the domestic industry of alternative energy. The Forum brought together over 260 delegates.

Among the partners and participants there are following companies and organizations: Ministry of energy and fuel of Ukraine (a first deputy minister), Kyiv authorities (a first deputy mayor of Kyiv), National Electricity Regulatory Commission, National Agency of Ukraine on Ensuring of Efficient Use of Energy (a first deputy head), NITOL, Kvazar, Activ-Solar, Nova-Eco, Concord-Group, Institute of Renewable Energy National Academy of Sciences of Ukraine, NEFCO, IFC, European Commission, Verkhovna Rada (deputies and representatives), Southern Machine-Building Plant of A. Makarov, All-Ukrainian Association «Ukrhydroenergo», "SKB of Sukhina", Camco International, MGM International, Horizon Capital Advisors, Synapse, Danish Embassy in Ukraine, Israel Embassy in Ukraine, German Embassy in Ukraine, Oficina Económica y Comercial de España en Kiev, National Agency of ecological investments of Ukraine, CPM, Unisolar, United Nations Economic Commission for Europe (Economic Cooperation and Integration Division), GreenMax Capital Advisors, Zeroemissions Russia, Pillar, Metinvest, "Crimea Energy generation systems", Wikov Wind a. s., WKN Windkraft Nord AG, Chadbourne & Parke LLP, Arzinger, Electricite de France (EDF), etc.
