Russia to build 100 MW wind energy plant

In its quest to develop more alternative energy sources, Russia is planning to invest $200 million in the construction of the country’s largest wind power plant in its Black Sea Territory of southern Krasnoyarsk.

According to country’s energy ministry, the wind energy plant, to be located near the city of Yeisk, on the coast of the Sea of Azov, will initially produce 50 MW of energy annually, with its capacity then expected to rise to 100 MW a year.

Construction will begin when a special bill determining the procedure for the allocation of the money is adopted, the ministry said.

The development of alternative energy sources is in line with Russian President Dmitry Medvedev’s move to diversify the country’s economy, which is heavily dependent on oil and gas exports.

Research conducted in the Yeisk area has revealed the three best sites for the plant’s wind turbines. The wind turbines will occupy a total of 700 hectares.

According to the ministry’s estimates, the Southern and North Caucasus Federal Districts’ energy output may account for 200 billion kilowatt-hours a year.

Russia also intends to build its first solar plant in the North Caucasus resort city of Kislovodsk and construction, which will require 3 billion rubles ($99 million), may begin in 2011. The general capacity of the plant, which will produce both heating and electricity, will be 13 MW.

Brief Site Description

The site is located in the city of Yeisk, on the peninsula in the Yeisk district of Krasnodar Krai, South of Russia. The peninsula is on the Taganrog Gulf of the Azov Sea. The location is mainly on a plain with a little slope pointing towards the Azov Sea. The climate is moderately continental. Average annual temperature is +9.70C. The main sectors of the economy of Yeisk are agriculture, manufacturing and recreation.

The project is aimed at:

-Supplying environmentally clean energy to the recreational centres and energy-intensive consumers of the Krasnodar Krai;
-Increasing the stability of one-ended grid area of the "Kubanenergo" (regional grid company).
Feasibility Studies and Wind Measurement

Prefeasibility studies and wind monitoring campaign are carried out by the world recognized British engineering-consulting company Garrad Hassan(UK), CUBE Engineering GmbH(Germany) and Russian specialized engineering company JSC "United Energy System (UES)".

Pre-feasibility studies have shown that the existing wind conditions, economic and legal situation in Russia provide strong ground for the development of wind power project in Yeisk region. Also, according to the pre-feasibility studies, annual electricity production for this project is estimated at 172 GWh and a payback period for the project is estimated at 6-7 years at the tariff of 4.5-5.0 Eurocent/kWh.
Interconnection and Power Purchase Conditions

Connection to a 110 kV line is agreed with JSC "Kubanenergo"(regional grid company). The grid is 4 km away from the site. Negotiations with power trading companies are on the way.
Land Leases

Land use permission is received for one year of design and site study.
Schedule of Operations

The Yeisk wind power project is scheduled to be operational in 2010 with one- month period to reach nominal parameters after the start of operation.
