The Industry and Trade Minister in Turkey, Nihat Ergun said that more incentives were needed so that the use of electric vehicles increased. Tax incentives could be used to help companies.

Industry and Trade Minister Nihat Ergün has said a number of incentives are needed to increase the use of electric vehicles in the domestic market, underlining the necessity of completing regulations by 2011 to further this aim. “We are working on this issue, and the relevant studies will soon be completed,” he said.

Renault will start production of it's electric car Fluence model locally in 2010, and it is hoped that other car manufacturers will follow their lead.

Speaking to the Anatolia news agency on Sunday, Ergün said tax incentives would be the first step to encourage companies to produce such electric cars in Turkey. “The existing tax model for vehicles that run on diesel or gas takes the size of the engines as its basis. However, since engine size has nothing to do with electric cars, adopting a new type of formula to determine taxes for such vehicles is a must. In addition, tax rates for these vehicles must be kept at the minimum possible level so that their use will be more attractive,” Ergün said.

In addition to taxes, the minister said a set of incentives are required for charging stations, too. “Establishing a charging station is not too costly. Even existing gas stations have the ability to create facilities to charge electric cars. But changing the batteries is relatively more costly, and cooperation between electricity distributors, local administrations and gas stations is needed. Establishing this cooperative mechanism is also easy, since many countries have already implemented such a scheme,” he said.

As another incentive, the minister mentioned replacing a sizeable part of the state’s vehicle fleets with electric cars. For instance, the cars that the Industry and Trade Ministry uses during its inspection activities may be upgraded to electric cars, Ergün noted.

He recalled that the first step in the domestic electric car market has been taken by Renault and added that the company will start producing its Fluence model in local plants within the next year. Other car manufacturers may also follow Renault and bring the same technology to their Turkish operations, the minister noted. In such a case, Turkey will rapidly become a production and export center of these environment-friendly vehicles, he said.

Renault has now announced that the electric version of Fluence will be manufactured at the OYAK-Renault Bursa plant in Turkey. Production will start in the first half of 2011.

Unveiled as Fluence Z.E. Concept, the electric vehicle (EV) will be produced on the same production line as the conventionally-powered versions of Fluence. As at Maubeuge, where the Group will produce electric, petrol and diesel Kangoos, this option will limit the entry price of the programme and ensure an industrial fast start, while ensuring top-level quality.

Producing the future EV at Bursa allows Renault to benefit from the site's excellent performance on quality, cost and lead times, along with local sourcing. As a result, the Group will be able to market the zero-emission saloon at the same attractive price as internal combustion models.

Scoring high on elegance and comfort, Fluence is a midsize saloon aimed at strengthening Renault’s international presence. Owners of the electric model will have three battery charge options: standard charge, rapid charge and 'QuickDrop' battery exchange. Renault will launch the Fluence EV first in Israel and Denmark, followed by other countries, from the first half of 2011.
